Are you wanting the ability to record and attach a voice file (that could only be listened to) or have a voice-to-text features?
Voice-to-text exists in Android keyboards (functioning as a method of entering text into any app).

I strongly disagree. Few sites make it easy for users to get feedback or ideas to the developers -- getting user feedback is exactly how software stays relevant and develops to what user's need. Sure, you don't want the button there when you don't have an idea or issue, but letting users know where they can go when they DO is a tough UI task.
The feedback icon takes up very little screen space.
I think your complaint is better directed at UserVoice in the form of: Allow the button to be closed by user during each session or based on cookie settings (which it may already do -- I haven't toyed with the button).
UserVoice is a 3rd party forum that a developer can use to manage user suggestions and ideas--a forum of this design would take an enormous amount of time for developers to create and manage.
